Dalian Citizen's Guide to Nuclear Safety

Research Background

As regards China, constructing a nuclear power plant is an important type of energy development.In order to complement the severe opening of electricity supply. Thus, nuclear power stations have been built nationwidely in China. The Chinese government devotes a strong enthusiasm to the construction, developing positive concepts among the public. Since 1984, when Qinshan nuclear power plant, the earliest nuclear power plant was built, there have been more than ten plants that are either built or being built, which indicates that China has entered in a phase of rapid development. The mainstream of China claims that since the proportion of nuclear power in electricity generation averages 17% internationally and the Chinese proportion is only 2%, there is a great space remained for the development of nuclear power.

Under the circumstances, in 2007, Dalian, Liaoning Province, started its Hongyanhe nuclear power plant program in Donggang Town, Wafangdian. The project had been conducted on a large scale with four million-kilowatt class electric power units, in the hope of alleviating the intensity of electricity supply in the northeast area. Also, the messages published passed the positive concept down. Public information expressed that the harm of nucleus radiation and the impact on the environment were within the charge of the government.

In fact, in the meantime of building the plant, the public do not know the real impact of this large engineering project on their daily life. As regards the evaluation of the impact on the environment which provided by the Government, including the site selection of the engineering, the impact of the course of constructing the electric power plant on the environment, the impact of radialization generated by the electric power plant on the environment and the impact of cooling water on the aquatic environment, the aftereffect of accidents, all the information is offered unilaterally, leading to scarcity of messages.

Besides, Chinese grass-root organizations pay little attention to nuclear power plants and their impacts. As a NGO in Dalian,DERC will pay more attention to the course of the construction of Hongyanhe nuclear power station and the general impact of it on the Wen tuozi Island and the sea area around.DERC will contact with local scholars and residents ,getting information from kinds of aspects through the research.That will make the public have a knowledge of nuclear power station,get ample information.It also will help them understand the development of nuclear power scientifically and ehance their ability of emergency response. Several parts of the research are rendered as follow:

1.The impact of the construction on daily life of citizens and the environment, including the use of water and land.
2.The impact of the running of nuclear engineering project,which is the effects of radiation on the environment by normal operation of nuclear power engineering as well as the thermal discharge on aquatic ecology.
3.The effect on psychological change of citizens.

The research mentioned above will finally come to a conclusion of a comprehensive impact of Hongyanhe nuclear power plant by collecting data and observing specific species. [Sep. 2009]

Final Report (abstract)

Dalian Environment & Resource Center has been renamed as Blue Dalian in 2010, since Blue Dalian is more suited to NGO and well accepted by people.

The investigating project of the impact of the construction of Hongyanhe Nuclear Plant on local environment and the society has been much well carried out during the second phrase of the project. At this time, workers in Blue Dalian developed a second field survey, in which most information got in the first field survey has been well proved, such as Land requisition and residents' resettling. Meanwhile, we focused on the impact of Sea cucumber culturing and daily garbage on local rivers, and obtained some information of local fishing.

Besides, much background information of the construction of Hongyanhe Nuclear Plant development of nuclear in China, and the ecological situation of waters where nuclear plant was constructed, were added, and we took part in the Exchange of Straits Environmental Protection and Lasting Development Forum in Oct. 2010 when we established a relationship with the Green Union of Taiwan Citizens, from which we gained much material of the impact of nuclear plant on the environment. And then we finished collecting material, investigating, analyzing the data and reporting based on the information collected.

We have mentioned the impact of the Construction of Hongyanhe Nuclear Plant on local society and environment, such as cropland occupation, residents resettling and reclamation. The field survey in second phrase shows that there are also garbage pollution, water and soil erosion and surrounding construction. The nuclear plant commenced to construct since 2007, and will be completed in 2016, during which 6 NPP units will be constructed. The huge project involves large areas of land, workers and various surrounding construction. The total building area is 4,674,900 square meters, and the total amount of soil and water loss may reach 41,400,000 kilograms. Besides, many workers for the nuclear plant move to the town which leads to a large amount of daily garbage. At present, a nameless river has been contaminated.

What should be mostly paid attention to is the other huge project surrounding whose influence on coastal environment is more and more distinct The fish men told us, when we have an interview with them in Dec. 2010, that the average catch is much less than that in 2008. Moreover, they often caught things as woods, stones for reclamation, which destroyed their fishing net and caused large loss for fish man. Lastly, this influences largely on spotted seals that are second-class protection animals of China. Hongyanhe, which lies in the Liaodong Bay in Bohai Gulf, provides an important habitat for them. However, the change caused by the development and reduction of fish resource effects the habitat and the food for spotted seals. Moreover, heat pollution from nuclear operating drives against the spotted seals that live in the environment of sea ice.

The nuclear plant construction influences the economical structure and power supply in Dalian and in the Northeast as well. It is estimated that in the first and second phrase of the construction, the economical output of the relevant industries will increase by 233.4 billion RMB, and create totally jobs of more than 2.526 million; after the construction of 4 NPP units in 2014, the annual energy production will be about 30 billion kilowatt-hours of electricity, which equals to the twice of the annual electricity consumption in Dalian. The government believes that it will radically improve and steady the structure of Liaoning Power Network and Northeast Power Network.

The Chinese government poses a very positive attitude towards the nuclear development. Chinese people know little about the nuclear operating, such as nuclear radiation, heat pollution and the lifetime of nuclear power. We hope to rich people's knowledge of nuclear constructing and operating. We will also concentrate on the lasting effect of nuclear construction on local society and the environment. [Feb. 2011]
