Research Background

The issue of conflict in Aceh as long in the past, has led to a lot of things that were delayed in development and education, so that the various problems of science on the environment and human qualities became urgent things to make it clear. Currently entering Aceh peace process,enter the new transitional situation in Aceh are many things that must be solved to obtain social welfare and justice for the people of Aceh. Under these issue in Aceh is not just a question of violence but also the problem of environmental conflicts both large and small industrial industry individuals.Aceh is rich natural resources, and the amount of natural resources such as mining in some districts have made the public opening of illegal mining. There is no strong law enforcement in Aceh to protect natural resources so the people can freely use and exploit the natural wealth.

During six years the mining of production in four districts around 22 people died from workplace accidents such as buried by landslides or run out of oxygen in the pits. However, this does not include experiencing the direct impact of mining processing discharge into the river. Currently the estimated number of workers in the mining sector 3529 people in 10 counties and cities. All scattered in Aceh Besar, Pidie, Central Aceh, Gayo Lues, Aceh Jaya, Aceh Barat, Nagan Raya, West Aceh, South Aceh and District Subulussalam. It is estimated that there are tens thousands of people who will be exposed to mercury directly and indirectly in four districts in Aceh Jaya, West Aceh, South Aceh and Pidie, there were 1,370 people every day in direct contact with dangerous heavy metals. Mining in four districts a source of economic income communities and economic dependence which is very difficult for them to leave, because revenue in gold mining has a high purchasing power that can be beneficial for them. Communities can take the stone-free and without the rule of law. Lack of understanding of the risks and dangers of mercury to the environment in four districts, has led some to throw garbage and sewage into the river in their territory. According to people around Krasian river has been polluted from sewage from the village of Paya Tuek, and final waste also flows into the fields around the neighborhood residents in the village Paya Tuek. Answering a question, it is possible in some locations mercury impact is already being felt. As in Kuala Krasian located on a side street across Aceh and North Sumatra. The river was cornered in rural areas and residents around Krasian drape life of wealth streams such as crabs and shrimp. According from Sarbunis, he working at NGO South Aceh to the information, the second population of living creatures that began to diminish, perhaps this is the impact of the pollution of the river by the mercury. The solution, regents should issue a regulation to regulate the mine. District Government must also do socialization about the dangers of using mercury to society. Since opening the processing of mining, the negative impact of existing polluted river that crosses the village of Paya Teuk, the death of fish and shrimp in the river, and along the lower reaches of the river all polluted, even tens of kilometers, and was felt by residents around the river estuaries livelihood from fishing, shrimp and mussels in the river, and after investigation found the river contaminated with mercury, so it catches the citizens, such as fish, shrimp and mussels in the river can no longer be sold, because people do not want to buy the catch of fish, shrimp and shellfish from the river. Two years ago has fallen victim to 6 people, they died in a landslide in a cave where they were in the gold mines in the mountains near the village of Rawa Teuk, which is about 4 kilometers from the village of Paya Teuk.

After interviewing with residents around the river Krasian, for workers in search of crabs and sea fish or something similar has been declining for three years. According to people due to the reduced availability of fish and crabs caused rivers have been polluted by mercury dumped directly into the river from Paya Tuek. Since the processing of the mine opened, the negative impact of existing polluted river that crosses the village of Paya Teuk, the death of fish and shrimp in the river, and along the lower river all polluted. Panton Luas this village used to produce most or processing of gold, which reached 1000 pieces, but now much reduced only about 100 pieces, and it seems many are closed, and processing gold in the village did not do the local people, some of them from outside (Java) working in open-pit gold processing in this village or other districts in Aceh. And in this village there are 3 pieces blender, the blender is used to treat waste most end processing, and is mostly gold, and mixed materials used are more dangerous, namely mercury cyanide is mixed. And the people who work in this blender has no uniform for safety. Most blender result of sewage discharged into the sea and waterways that flow into the river. Pollution of rivers and the free-trade mercury in this community is the responsibility of the government so that people comply with the law, the government's negligence led to a free society to take, dispose of and use of mercury. If the rules have monitoring and firmness can minimize the use of mercury and environmental damage.

South Aceh district administration has conducted the training process gold processing using borax, the result is better than using mercury. In the process of processing stages that take a long time. We have visited the local enviroment office (Bapeldalda) have done socialization and training for residents of districts sawang ie for Desa Mutiara, Raja Pasi (Panton Luas), Kluet Tengah District Village of Manggamat, about the dangers of mercury, but the people did not care, instead there is reckless drinking mercury front of people. We have also done interview with the local trade department South Aceh related to the sale of mercury by the public, part of the trade is also not monitor more distantly related to the sale of mercury-free. However, according to the mercury are sold freely it come from Medan (Nort Sumatra). Director of Walhi Aceh his names Muhammad Nur, encourage the Government to immediately make artisanal mining governance, establish artisanal mining area, and issue management regulations. In this way, activities can be monitored so that the destruction of forests due to the opening of the mining, mercury and cyanide pollution can be controlled. All the approach it does also bring changes to the community on the dangers of pollution of the environment by the river. Questionnaires decision made only in South Aceh because this area most of the gold mine by the public. This 43 people from questionnaire see the condition of the community in the use of mercury and understanding of the environment, disease, and mining. In answer to this questionnaire some are not answered by the correspondent that the sum of the percentage to be reduced. In question of questionnaire number 1-16, answered "yes" about 43 percent, "no" 16% and "sometimes" around 41%. Questionnaire results it can be seen that the population of the perpetrators of gold mining, both of which have a gold mine production, carries on business property of others, and workers. However, they do not understand the dangers of mercury they use, and their also did not get the socialization related still minimal with the environment and the dangers of mercury. According to data questionnaire encountered, their disease as a result of the processing of gold is still below the average. Of the situation at this time, according the peoples the water wells it is not effect for them.

Outcome of the Research
1. This research can be returned to restore the community's concern for the environment on the function of maintaining the environment.
2. The involvement of the community in conducting monitoring to the miners so that it can be seen the extent to which mining has been reduced or increased.
3. Encourage governments to an active role in the policy of the government to stop the mining.
4. It is estimated that there are tens of thousands of people who will be exposed to mercury directly and indirectly in Aceh because mercury is directly in contact with harmful heavy metals during the production process, for workers and the public environment of plants and the sewer mercury.
5. The establishment of a program socialization by goverment and the rule of law should really walk so that mining can reduce gradually.
6. If borax one solution for producing not damage the environment and get the gold hasl better, this should be an important point in the government program in mining issues.
