Becoming Victims of Nuclear Power Plants and making voices to the public sphere: Centering on case of Kyundo's family in Korea.

Research Background

Gori #1 is the first nuclear power plants (NPP) in Korea, whose operation started on 19th June 1977. Moon Jae-in government decided to stop it permanently on 19th June 2017 after 40 years operation. However, 24 NPP operate are under operation and unknown diseases occur to local residents around NPPs. Kyundo's family is typical in that case. They settled within 3km the Gori NPP. Kyundo's father got colon cancer and his mother got breast cancer. Even Kyundo was born with a developmental disorder. There is still little scientific evidence of the relationship between their disease and NPP. The purpose of this study analyzes how to they regard their disease as a social problem and how to they start to movement for anti-nuclearization. Also, we examine the meaning of the movement because their lawsuit against 's owner was first time in the Korea. Our research question is "How Kyundo's family start to struggle and movement and what is that meaning of first lawsuit against NPP's owner, Korea Hydro & Nuclear Power Corporation (KHNP). We use conception of 'risk scape' to interpret how some residents recognized and made their own risk scape about NPP is different from KHNP's it.

These research questions lead to the movement of Kyundo's family, named ' the World with Kyundo and his father'. Until now, they have done 4 times of 'Walking the World'. They argue their body pain was not just unlucky and personal one, while asking anti-nuclearization. This study focuses on the way how 's family came to raise their 'personal' problem to 'public and institutional' one, unlike from the usual residents' movements, which tend to be isolated. Because some of them stick to 'Nothing about us without us' slogan, they can't connect with public. However, Kyundo's family raise their question at the public level as well as the personal level, assisted by professionals in the fields law and medical. Above all, becoming victims is not related neutral or just scientific filed but more social, political, and these 'Victim' can be important ones who do not support but oppose and criticize about that.
