Research Background

The Mekong Butterfly is an independent group that has come together to carry on the spirit of protecting the natural resources, environment, and ecosystems in the Mekong River Basin to encourage people living in the Mekong region to strengthen their natural resource management, to support processes for equality and freedom of access to information and institutional decision-making mechanisms that will affect the way of life and ecosystems of the Mekong River Basin both in the short and long term. According to the project “Mekong Community & Citizen Science Enhancing to assess the changing on Mekong fish, Mekong ecosystem and Mekong community livelihood from Bankoum/Salawan hydropower dam.” This project will be collaboration with five local communities in Ubon Ratchathani Province, Thailand, such as Samrong, Dong Na, Pak La, Khan Tha Kwian and Tamui village. Since 2008, Thai government has done the Environmental Impact Assessment (EIA) of Bamkum hydropower dam. Right now, Laos government is conducting the new EIA for construction this dam and give the new name to Salawan hydropower dam. To exam the process of Bankoum/Salawan dam development and the EIA report to be accountability, transparency and decision-making base on reliable data. TMB, local partner, academics and affected communities has plan to develop data from affected communities, gathering and analysis compare to the Bankoum/Salawan EIA report by the Citizen Science process. Citizen Science process will approach some methodology and tool to collect and gather their knowledge on Mekong ecosystem, morphology, plants, fish or aquatic animal, their livelihood and economic value by themselves. Focus group meeting, field survey, recording book will be applied to gather all data. Meeting between affected communities will be organized to summary and analysis their data and make them more confidential to present to outside organizations. The resource persons such as ecological expert, anthropologist etc. will be analysis assistance. Finally, TMB and partners have aim to present the report on "The impact assessment on Mekong fish, Mekong ecosystem and Mekong community livelihood from Bankoum/Salawan hydropower dam" to relevant agencies and public. To show the loss of resources and the economic value of the community from the construction of Hydropower dams on the Mekong River. [Sep. 2022]
